My knowledge of pre-Renassaince Europe is a bit hazy, but from what I can recall from my stint at Catholic school, cardinals weren't appointed outside of Rome until the eleventh century, and even then I doubt that they'd be as far away as Albion. Their primary role was to be advisors to the Pope, settle dispute between bishops, and elect new Popes (although only after 1059). Not jobs that require being outside of Rome (and also, it'd be pretty hard to travel from England to Rome
