History builds on itself and instituionalizes itself in new generations good or bad. In this quote's context it's bad. I guess the idea is simple but I like the way he presents it. It gives insight into why ideology like Karl Marx's was so hated, it was the proposition of a new concept/circumstance/tradition against an already established concept/circumstance/tradition.
