If four good looking, middle to upper-class white kids popped up with superpowers that proved that they were the Next Phase of Human Evolution, there'd be M-Day celebrations and eugenics programs focused on increased mutation.

EXACTLY. If Joe or Jane Early 1960s was told "Guess what? I've got two white kids from New York, one white kid from the Pacific Northwest and two white kids from the Midwest. They're all good looking, they've all got superpowers and, hey, your kids could get 'em, too!" it wouldn't be an issue. If, on the other hand, they were told "One percent of the population can get this thing. And the first three people who got it were a black guy, a Jew and a Chicana," the riots would never end.

love this. I always wondered WHY people were so freaked out by the idea of other people with superpowers, and this provides a sadly understandable background for that fear.

Although I can see an argument for a dystopia with intergenerational warfare (didn't Marvel mutations tend to emerge around puberty?). Mutants as the new youth menace, Marlon Brando as the leader of a mutant gang in The Wild One, etc..
