Ok, I'm no fan of Bush's, but this is out of context. What he's doing is the "hook 'em horns" gesture. It's a Texas thing.

i so just emailed that picture to my mom with the caption and she responded "HE IS NOT SALUTING SATAN! IT'S THE TEXAS LONGHORN THING."
