I'm sure for some (although not all) there was no way they could afford relevant insurance. In areas likely to flood it may even be impossible to get house insurance that covers flood damage, and even when available it may be well beyond the means of some. No idea what proportion would be in that position, or whether the measures address those people alone or also includes the stupid.

Some areas didn't flood until after the housing development. New buyers would have no way of knowing that the changes to the drainage would make the area likely to flood. Does that make them stupid?

It's nice to be able to pick and choose which area to live in. Not everyone can. And after all, insurance companies are paragons of compassion and would never dream of overcharging if they can get away with it. They certainly wouldn't cease offering insurance to people who used to be able to get it, leaving them with no cover wiping thousands in value off their houses.

Anyone left in the lurch, it's their own fault, right? Like all those orphans. Bloody scroungers.
