Rise of the Cybermen question

Reading an online review from the rather good www.androzani.com for "Rise of the Age of Steel" and it poses a rather interesting point about that story.

I think we may have missed something on the Cybermen having no emotions front, perhaps? The Cybermen and Cybercontroller seem to think that's a great advantage, it's mentioned a few times, also in Doomsday, which I assume must imply that Lumic, as their creator, sees emotions as a weakness. But there seems to be no textual evidence on why that would be the case.

So to answer your question: I don't actually know at all.
