What's Okay To Mention Around Him/Her: Pretty much anything. Minako is post-game, so spoilers are fine. The "fictional character" thing might throw her initially, but she adapts pretty quickly.
Abilities: Well, she's a jesus, for one. She can cook and sew, play volleyball and/or tennis, and wields a mean hockey stick naginata. Like the rest of her team, she is capable of summoning a persona; unlike the rest of the team, she has her choice of multiple personas - she can carry up to twelve at a time - which she can cycle through pretty much on the fly. Minako tends to pick up new skills quickly.
Notes for the Psychics/Magically or Spiritually sensitive: Minako is an alternate universe counterpart to Minato Arisato, with all that that implies. She has twelve personas in her head at any given time, so tread with caution.
Can I shapeshift/bodyswap/spit at/step on/etc?: Ask me on the first two, but the answer will probably be yes. The others are fine.
Hugging/kissing/other non-violent physical contact: Go ahead! She might glomp you back, though.
Maim/Murder/Death: Iiiii would rather you ask first, especially if any of her teammates show up. Besides, it would make Ryoji sad.
Cooking: Yes, and she's very good at it.
