If you attack it with some kind of water attack, it will move but most likely chase after you for a while. It's the only way to get it to move without having gotten something from Goldenrod itself.

It can be, if you aren't prepared to run a good distance before it gives up the chase. It might be hard in the snow.

Well, you could easily mistake this one for a tree, yeah. The only way I knew it was a Pokemon is because I'd heard rumors about it in passing.
