I know you're just venting, but I have to answer anyway.
a) because they might not have pushed it hard enough. Yes, this has happened to me. b) because, yes, it's possible no one pushed it at all. Yes, this has happened to me too. c) because it's soothing. :) And it's possible that the buttons may not do anything. But there are intersections where it's critical (Elliott & Harrison) and others where it only matters at certain hours (Western & Broad).
But, really, I just like pushing buttons. I mean, they're buttons, made to be pressed. It would be cruel to deny them their duty.
I think it'd be amusing if some buttons would react in the following fashion: Something would blurt out "Sorry, you have pushed the button too many times. You will now have to wait an extra 3 minutes to cross. Now, everyone at the crosswalk can thank you in the way they see fit." :)
About two weeks ago me and six or seven coworkers were walking to lunch. We waited through two cycles of the lights at one intersection before we realized that nobody pushed the button. Now, everybody pushes the button. It only takes on time.
Earlier this week, the girlfriend and I were at a crosswalk with some other guy. He kept on pushing the button over and over until the light changed. He must have pushed that thing about 50 times. I don't get it.
It just gets to me when someone just pushes the button and the person behind them, who saw the first person push the button, will then push it themselves. It's very weird and pavlovian. :P

I seem to recall a comment from George Carlin about a “stupid law”; If you caught someone being stupid, you could state the law and collect immediately.
Example: See someone press an elevator/crosswalk button repeatedly, that’s five bucks. They don’t know about the law, that’s another five bucks.
No way man, I think that the more times you push it, the faster the light changes! There are four buttons, one at each corner of the intersection. If somebody pushes the button at each corner, the light changes right away!

At least the elevator button lights up so you KNOW someone pushed it. With the crosswalk you have no idea.
