All I've got is Raimi Matthews here, but absolutely yes, Charles is more than welcome to read his mind. I can't say it's going to be a very nice and happy read seeing as Raimi's brain is on constant "overdrive", but there's definitely nothing stopping it from happening.
Since you're okay with fourth walling, Raimi is pretty much a nerd in every way -- and canonically familiar with the Marvel-verse, so Charles is free to explore his alternate universe through Raimi. I'm also okay with avoiding any brain-breaking tidbits as well.

Gamzee: go right ahead, don't even need permission. it'll mostly be hurr durr miracles hurr pie derp HONK with the distant undercurrent of KILL EVERYONE. Very distant.

Pino: Well, she's a robot, so I don't think that would work, I actually really have no idea :|a I'm sure it's been done in the 'verse before, so feel free if you want? Mostly it'll be static and bunnies and virus code though.

Jin Tian: UM SO. One of two things happen when people try to read Jin's mind. They either get seemingly meaningless bursts of color and sound, or. OR THEIR HEADS EXPLODE. Sun dragon brains are physically wired so differently than humans that they can't even talk to each other in their normal languages. Although I know Charles is super epic awesome psychic, so idk. Short answer no dice, but we can talk about it further if you want?

Poniko: Go right ahead! She's an insane young girl with magic sleep powers or something like that.

Camille: Go right ahead, no permission needed. She will have absolutely no way to fight back either if for some reason ( ... )

Kevin Flynn (theuserabides): No reason why Charles shouldn't be able to read him. However, Flynn's mind is extremely disciplined, so I don't know how much he'd get, especially if he catches him while he's meditating. Totally blank but also totally alert. Probably kind of freaky for Charles.

Major Kusanagi (electroniccrane): Readable, but she's a cyborg, and it was established in a previous game that her thoughts hop between her biological brain and her cyberbrain, so for a telepath, it's like listening to a very staticky radio transmission.

Alex (spacebased): Is a computer. No go.

Read the fuck out of Jack's mind, it is full of ANGER and BEARTRAPS directed at Striders at all times. Also he thinks mutants are dumb especially when they have pink hair and shitty horns.

A-okay to go spelunking in Kiki's head, HOWEVER Kiki is also a (somewhat weaker) telepath as well, so he'll probably notice, and then make rude faces and/or gestures.
