If they had the majority in the senate, noone would be discussing this. Guess which party holds the balance of power? Fred Nile and his retarded Family First. Actually if it goes to legislature it's a lot less likely, since Xenophon would require online gambling tacked to it, and Family First would probably tack some kind of porn provision onto it. It makes it nearly impossible to pass if the opposition don't go with it, since Labour would then need the five Greens as well.
Never mind the trials they did with possible filters last month that were abysmal at best - off the top of my head the most accurate one still had a 3% false positive rate while slowing traffic EIGHTY PERCENT.
