Not exactly sure, Koreans do their age a little differently. They count how many years you've seen, not how many you've existed, so they usually think they're a year or two older than the rest of the world would say. This kid is probably 14 by the Korean reckoning and 12 or 13 by the world's. He's the shortest in the class so he is either a late developer, he tested into the class or his parents know somebody/are especially rich. His English isn't bad when he's not trying to clown up for the rest of the class.
