Anything less than $10,000, to my knowledge, is legal to transport out of the country. From location to location in the country, I don't think there's any limit, but I could be wrong. $4,700 is hardly questionable by any means. If it were $47,000, then I might have a question or two as well, but I'd also know exactly what I had the authority to do.
This is a very good example of why the "If you're doing nothing wrong, you have nothing to worry about" point of view is naive. Eventually, something you are doing will be determined to be wrong just so they can fuck with you.
The "Cold War" gave us the Apollo Program. The "War on Terror" gave us the TSA. I, for one, am glad Russia is starting to get scary again. We need a better bogeyman.
From my point of view the government itself has become the terrorist. Threatening by use of force is in itself an act of terrorism on the American people. The money poses no threat to anyone aboard the flight and the TSA had no real business detaining this man. The sad part is actions like this happen daily and don't get any air time.

Yes, the policies of the US federal government over the last seven-and-a-half years fit the model of "terrorism". Far better than those of Al Qaeda. A competent, well-intentioned government would have played down the whole thing inside of blowing a nutjob like bin Laden up to the size of Attila the Hun.
Remember that color-coded terrorism threat chart? Like it was the fucking weather. What did that accomplish? Beside serving to make people more afraid?
It's done a wonderful job of scaring people in to giving up more of their freedom. They still use that little threat chart. It's almost always at "Elevated". Can anyone tell me if the TSA has done anything useful other than giving people the illusion of safety? Seems like it's just another waste of our tax dollars.
nothing wrong with flying I've done it quite often. But I don't agree with the level of "security" the TSA uses. Most of what they do has nothing to really do with safety at all.
