What does it mean when there are dotted half notes with 32nd note stems? What is Tempo di Valse?

Tempo di Valse means a waltz tempo.

Dotted half notes with 32nd note stems? A dotted half note is equivalent to 3 quarter notes. I don't know how to play the 32nd note attatched stem action.

Oh, I meant to delete this because I meant to post it in a pianist community but posted it here originally. The dotted half note thing is a dotted half note's worth of 32nd notes of that notea and is to save ink and space on the paper.
