At any rate, I think everything you can do is spelled out in your rant. The animal doesn't belong to you, so ultimately the decisions that need to be made? Not yours. At all.
You also know you can't reason with the pet's owners, who feel that the cat is perfectly safe outdoors, either through ignorance of the situation or through ignorance of what a domesticated cat is capable of.
This leaves two very solid options. Either you defer to their ownership, helping the cat as you can? Or contact animal control, and have them do something about it (which they may, or may not, depending.)
