and in 2007 got down to reasearching it more and such. and 2008 i found out what things REALLY were, strated looking at EGL and the handbook and jumped right in~

If it can hold a petticoat, has an appropriate length, an the overall design is cute and lolita, then I would call it that. If it had an adorable print with some end lace and little bows that are not cheesy, it just adds more lolita to it!
