Role Playing Game Idea

I have a role playing idea that I been thinking about lately, something a little bit different from the usual game model, probably something that would need to be played by post or by e-mail. If you're a geeky type (you know who you are) and are interested in that kind of thing, then

So, I was thinking of a role playing game where instead of playing a single individual, you basically play an organization or powerful influential manipulator or commander. Instead of having your character go out and fight this villain or that or go to some place or another, the players would decide the actions of minions or followers. The players could use subtle methods of attacking each other or weaken rival's forces or could ally together. The players could each send their information in to the GM, who would look at the secret actions of the players and then decide on the outcome; then the GM would send information back to each player, giving different information based on information that player's group was privy too. Maybe each e-mail sent out by the GM would represent one in game month. even if time was going by faster in real life.

This kind of game could be used to play elder vampires in the World of Darkness or could allow them to take on the role of monarch of a fantasy kingdom. The players could come up with a back story for their puppet master, kingdom, or organization - deciding on the exact nature and number of minions, servants, forces, or powers. I think it could be interesting.
