I would ask your manager...it would seem to me that you should split the time between the two projects if this is a billing worry...you really can't charge two clients for the same hour of time.
As I understand it, it's just tracking time metrics. And if you're an efficient multi-tasker, there's no reason you can't be working on two projects at once. If you're tracking time from an accounting standpoint, then you can't double bill. But programming is totally different. In programming, much of the time your machine is tied up running processes for one project while you work on other projects elsewhere.

but if it's small, like 15 minutes, then i probably wouldn't worry about it... i'm a lazy sorta contractor. ^_^
