Here is the information I offered:
Cobra’s first attempt at weaponizing the animal kingdom used the High Frequency Weapon invented by Doctor Lucifer. This weapon, codenamed Hi Freak, used soundwaves to brainwash all animals and insects with a 100% success rate. Under the control of Hi Freak, these animals were completely loyal to Cobra and would do anything as soon as an order was given. Any pre-existing loyalties to their human masters were completely overridden. The machine itself consisted of a central control module located in Lucifer’s castles and portable devices for field work. This plan was unsuccessful not due to any technical failures, but because that idiot Doctor Lucifer’s castle wasn’t as well hidden as he thought. The castle was breached and the central control module destroyed by the American military unit known as G.I. Joe.
The second plan was run by my former ally Doctor Mindbender. Here we merely subsidized and controlled the research of Doctor Wendigos, a geneticist operating in the Arctic. The purpose of this project was to create an army of human-animal hybrids capable of outperforming their human counterparts on the battlefield. The hybrids consisted of multiple Arctic species, most notably walruses, wolves, and killer whales. Instead of using a sonic weapon, Wendigos and Mindbender kept the hybrids controlled using a synthetic protein in their food. Exposure to other proteins caused the hybrids to revert back. Unfortunately for reasons I’ve never been certain of, most likely Mindbender’s utter incompetence, the hybrids didn’t take well to the protein and would attempt to refuse it. This project also had the capability to fully transform a human being into an animal. According to Mindbender’s report, the G.I. Joe known as Iceberg was converted into a killer whale shortly before the project’s termination due to interference from G.I. Joe and of course, Mindbender’s incompetence, which I mentioned earlier in this report.
