Doesn't the brain go all loopy then one or the other hemisphere is switched off?

I am sure I saw something on TV about it recently. Not only did it lead to poor decision making, but there was a syndrome where parts of the body (in this case the hand) appeared to be making decisions independent of the rest of the brain.
