New Vegas, though he's from prior to the game's events by about a year.
Background: Xander is a member of
Caesar's Legion, though he was not born as one. Until he was about five, Xander lived in a small, independent
tribal village around what used to be Arizona. He remembers very little of this period of his life, and has completely forgotten the name he used back then.
When the legion rolled in and took over the town, Xander was sickly and thus deemed unworthy to trained as a legionary, like his older brother, but still fit to be a slave (and renamed). Well, slave in training, as there's not all that much a five year old can do. He was raised by
Caesar's priestesses, but kept with the other slave children instead of soldiers in training.
As soon as Xander's tribe was enslaved, it was impressed upon him that he was lucky to be left alive and working. If he worked well and showed he was useful, he would be allowed to continue doing so. If he did not...he would be lashed to a cross and left to die in full sight of the camp. The idea of this scared Xander out of his wits, so he did his very best to prove himself useful. He ate up the teachings of the priestesses and legion with a fervour born of this fear, believing it was one of the few things that kept him alive. At the same time, he tried his hardest to work as well as he could and show Caesar and his master that he was worth keeping alive. He managed to work his endurance and strength up enough for the camp's trainer to take notice. The boy, at 7, was still young enough to be trained as a legionary, though taking one of the slaves to do so was uncommon. Xander was taken aside and put through a series of grueling tests--more so than freshly captured tribals or children born into the legion--before he was given a new name (Domitius; the only one he remembers. He's long since forgotten his original name and forcibly forgotten his slave name) and informed that he was no longer a slave, he was now a recruit. This was the happiest day of Xander's life, which probably says a lot about him.
Though he was no longer a slave, Xander still viewed Caesar as his master and serves him with an unhealthy fanaticism. Which, really, is just what Caesar wants out of his legionaries.
During his training, Xander was found to be more perceptive than most of his fellows. His hearing and sight seemed slightly sharper than theirs, or at least he paid more attention to his senses than the others did. At the age of 16 he 'graduated' and was utilized as a normal recruit for a few months--enough for two 'real' battles--before being moved over to the scouts. Here Xander could make use of his tendency to pay more attention to his surroundings than the normal canon fodder.
When he was a scout, Xander worked with a dog named Parvulus. She was his only companion and back up on long trips into enemy territory, and a great source of reassurance until he got used to doing so. After she was killed by outsiders (when he was 21), Xander dragged her body back to camp, skinned her, and wore her fur when he hunted down and killed every last member of the party. (This was a sign of affection for her, really! He even tanned and kept the hide afterwards, eventually turning it into his
vexillarius helmet.) He's never quite forgotten the loss of his only trusted companion, and still holds a soft spot for dogs. He'll avoid killing them if possible, arguing instead that enemy dogs should be retrained.
Xander managed to remain alive and working as a scout for about ten years, largely due to his fanatical desire to remain alive and serve. After his dog was killed and he was left working alone, Xander began to specialize in sneaking in and out of areas to gather as much intel as possible. This eventually drew the attention of Caesar himself, and the young man was taken aside and given an audience with the emperor (not a private one, of course). There he was offered a chance to be tested to become a
frumentarii, to better utilize the skill set he had developed and the innocent look he still managed to possess. Overjoyed, Xander accepted the offer and went back into training (though, really, he would have done anything Caesar asked even if he wasn't excited by it). This, and the time he was moved from 'slave' to 'recruit,' were the only times Xander was truly happy in his life.
Xander went into training as a frumentarii at the age of 25 and passed one year later. He's been assigned to work as a courier (not the courier, the main character of Fallout: NV, mind) in lands the legion does not yet control, as it allows for mobility and the ability to interact with many different groups of people. He does occasionally go on more specific missions, but is always returned to the courier role. In his courier persona (which is where he was finally given the alias of Xander), Xander makes the best of his relatively soft looks to cultivate an innocent persona, making people more likely to trust him or at least take pity on the 'naive kid.'
Xander answers to more experienced frumentarii, but considers
Vulpes, their leader, as the end all authority. To Xander, Vulpes' word is second only to Caesar's, and he follows the man's orders without question. Even if orders from the two contradict what he's been taught or will clearly end in his death.
During his work as a scout and a spy, Xander has come across evidence that Caesar indeed modeled his empire after the ancient Romans instead of pulling it out of his ass getting it directly from the Gods. Instead of questioning Caesar's divinity, however, he believes the man truly is the son of Mars and is only bringing back the Gods' favoured civilization. It seemed to work pretty well from what sketchy records he's seen, anyway. He's not sure why Mars waited so long to bring his son into the world, but surely the God has his reasons. And anyone who doubts this, especially legion members who learn it later, is a heretic of the highest order.
Personality: Had he grown up differently, Xander would have been a pacifist. In some ways he still is, in that he prefers things end in something other than bloodshed and will avoid fighting if possible. Its just that he's convinced that Caesar's and the Legion's will is Right, and thus if their teachings or orders say something needs to be killed, enslaved or...anything, really, then it must be done. And if his leaders say outsiders are filthy savages who aren't even fit to be slaves, then he believes it. He'll act nice to their faces when working undercover, but inside he's full of a mixture of contempt and longing to 'civilize' them. In that way that some fanatical religious people want to save everyone's souls by either converting or burning them.
His feelings towards slaves are likewise mixed. Due to being one when he was younger, he has a certain sympathy for them and will cut them a break if it doesn't go too far against his teachings. But he also believes its what's right for them (as he believed it was what was right for him), and the best they can--at least the females and the adult males--hope for is to be the best slave they can be.
Despite the fact that its been years since he's been a slave, deep down Xander is still terrified that if he doesn't prove his worth he'll be crucified. The thought of letting down the legion is, and always will be, his greatest fear, so he does everything he can to make sure he's worthy. Even though he's risen in rank and become a frumentarii, he still believes that he's inches away from being dispatched. This fear is part of what makes his fanaticism for Caesar so much stronger, and his disdain of outsiders even higher.
Strong women confuse and infuriate Xander, as he has no idea how to phrase this in his mind. When he was young, before his tribe was conquered, Xander's mother was a strong woman (after it was conquered he had almost no contact with her, only meeting her once when he was still a recruit. At the time she was a beaten down and fully submissive slave, and he only recognized her after the fact. He was proud of her). He looked up to her, but this respect was severely twisted and destroyed by the legion. The only women he really has respect for--aside from a small respect, deep down, for his mother--are priestesses. And yet he finds women who can be assertive the most attractive...if only he wasn't tempted to break them. He tends to get flustered around them, and this could probably be taken advantage of.
As stated, Xander has a soft spot for dogs, and has been known to be softer on them than humans.
He's very highly anti-chem/drug, and will even object to medication that will heal him unless he's too close to death to avoid it (while Xander is not afraid of death, and will gladly die for the legion, if he's in the middle of a mission he will do what he can to avoid it. Can't serve while dead and all that). This extends to alcohol as well, but he's been known to enjoy wine from time to time, as it exist in a separate category in his mind.
Due to his upbringing, his fanaticism is at the very core of his being. Most of his personality can be traced back to the legion's teachings.
Appearance: Xander has a baby face, and he's aware of it. He looks younger than his 28 years of age, though no longer passes as a teenager. He mostly passes for early to mid twenties these days. He has brown hair that is currently but to fall to his shoulders (...like in the icons...), brown eyes and is of mainly Hispanic decent. Conveniently, he looks largely like his PB!
In addition to the baby face, Xander has cultivated a somewhat naive, innocent persona. He usually passes off as a harmless (or as harmless as one can be when growing up in a post-nuclear wasteland) guy, so it can be a shock when that hard look of pure hatred passes over his eyes.
Xander's PB is Diego Luna.
Abilities: Normal human, but with above average endurance and perception. He's trained in combat (mostly melee, some guns, usually longer ranged ones. Xander's weapon of choice is a
cowboy repeater) and espionage, and is considered an elite in both. He's also rather good with animals, especially dogs.

MISC. Xander is slightly radioactive :3 That is, since the world he comes from has become a radioactive wasteland, he's picked up some from the environment. Not nearly enough to endanger anyone, but it might be picked up if someone's checking for that sort of thing. It'll go away in time.
Accordingly, he's got very low level radiation poisoning, but doesn't recognize it as anything and it could probably be cured pretty easily.
