Skirt tutorial request

I want to make a simple a-line type skirt out of the pinstripe fabric I have, but I'm not quite sure how to go about it.  The thing is, I don't want the skirt to be gathered or pleated at the top, if that makes sense.  And I don't want it to be a circle skirt.
Does anyone have any idea or any tutorials before I decide to wing it?

If you wanted it to be regular-waisted, I would just stop measuring/cutting at the measurement for "waist" and add a separate waistband later like normal.
