I prefer separate hood myself. I rarely ever need it unless it's raining or exceptionally cold, and in the latter case it's nice to be able to add another layer. The flip side is that when it's hot and rainy....
Something else to consider is that suede is not the most rain-friendly material...you'll have to Scotch-Gard the crap out of it which is going to make it stiff. And, it doesn't breathe, so you'll swelter in hot weather, hood or no hood.
If I were making a for-rain hood and it simply had to be leather, I'd use something like elk or doeskin and oil the heck out of it. Still non-breathable but it would shed water much better. Just my two centses.
Oh I wasn't at all planning to wear this in warm weather. This is purely a "Keep me warm during winter events" caplet. Adding a hood just means I can wear it in some rain and don't have to go fetch one of my hats.
And yeah i was going to scotch guard it some. I already have a huge cloak that's been scotch guarded very well, but it's a bit unwieldy to use in a fight.

I think I'd do the capelet by itself, then you can layer one of those over it if you needed to. :)
