For traveling purposes, you would only need the Zephyr, Plain, Mineral, and Storm Badges. If you want any in-depth exploring, you should go for all of them.

I checked last time I was there, and I'm pretty sure you need the Ecruteak badge to use Surf outside of battle... but then you have to get the HM itself from Olivine.
