Oakland rent law question

I know there are a few avenues to get rent questions answered but I haven't been able to reach any of them yet or get a good answer.

Oakland has the Just Cause Ordinance which means that generally landlords can't tell tenants to leave without a just cause (like tenants causing a lot of damage or not paying rent ( Read more... )

Disclaimer: IANAL.

In the case of A, I believe not. It would still be termination of a lease, which they can only do for just cause or if they want to move in themselves (Ellis Act).

No real idea about B but presumably a lease is a lease.

FWIW, the Oakland tenant's union finally got back to me and they seem to agree that Just Cause applies in this situation.
