I can recommend Entourage Spa in Orinda, at the Orinda Square shopping center. For your cuts/highlights, ask for Anna-Maria or Jennifer. They also both cut men's hair, and I've seen kids there although you should ask about the specific stylist. I don't know if they have a Russian speaker but it's easy enough to ask?
