Underground Gay 'Community'

What's the one where (I think) Rodney set up a section of the city for 'discrete anonymous hookups' of the gay variety. John goes looking for Rodney at one point and there's a marine standing guard at the entrance of the section [the marine is all 'sir, you can't be here...' and John is all 'don't worry about it, I Know, it's okay, John might remove his rank/insignia here to show the marine he's there to hook up, not bust people]. I think one of the people who was well liked amongst the community died and they held a memorial service and John showed up unexpectedly, 'cause the person that died was military.

I may well be confusing 2 separate stories.
