Yikes. I was interested in that program, but my bike skills are probably too lacking.
I hear you on the authoritative part. It's all about prevention. I see teachers yell at kids all of the time. However, I think a strong voice is important. You can say things in a kind way but loudly.
Your environment is the second teacher. Within the limits you have, what can you do to make it more conductive? can you turn the radio/machines/fan off when you speak?
Is there any physical resources (books, videos etc) you can use?
If there are any real keeners, you might be able to enlist them to mentor other students.
Are the students there on their own free will, or are they there because they have to be? In my work, the easiet way to generate interest is observation and seeing what the students are interested in.
