WEll, from what I understand, (with the limitation that science reporting, even in the best papers, can be famously bad), there's a difference between what they're suggesting doing (which may not even work), and giving people Down's.
Down's Syndrome is caused by 3 chromosones of one 'type' when there should only be 2. Each chromosone has thousands of genes on it. They're considering somehow inserting one particular gene from that chromosome into people, as it may help prevent cancer. This would be entirely different from the set of genes (probably many, many sets, as Down's is still defined by the chromosome, not by the gene, probably as it covers a huge variety of symptoms) that would cause Down's.
