Well, yeah, they got THAT much right.
But what about having reinforcement ready to put into place?
Maybe that's the City's jurisdiction, but SOMEONE should have had a plan.

The idea that the city woulda made it, but oops, wee didn't have emergency supplies to fix a coupla broken dykes... New Orleans apparently was settles by the Dutch.
