You could just take him to the SPCA next time. They sometimes neuter dogs before they even find out who the owner is. Then the people will have to pay to get him out too...and if they don't come and get him, someone else always will. He's so gorgeous.

I have takin him to the pound before. the owners just paid and got him out. they are rich.
