My own salon will not touch my hair with bleach without me signing a waiver, and my mother's favorite stylist is well known for pushing the time limits to the point of having straw locks, so I figured that I was S.O.L. for ever having blue hair again

i don't think i ever got a straight answer out of you about using the Feria Extra Bleach Blonding. as i've mentioned, it comes with a huge tube of extra-strength conditioner. put the bleach in for an hour, maybe 70 or push 80 minutes, then let your head/hair recover for a couple of weeks and do it again if you need to. i tend to also do a few peroxide washes at night and let it do its thing while i sleep (not to be done on anything but a light-colored pillowcase or be sure to use one you don't care about).
