Regarding the previous civilization question, it could be possible that they may have lost interest in wanting to revive the city, and simply abandoned it.

Well .. that's true, but I think I remember hearing about old cassette tapes and newspapers and things regarding the city. Maybe if someone gathered all of them, they would understand a little better?
