this tutorial should be translatable from PS to PSP and others. it uses levels, color balance and curves.

here is my base


1.make your base
2.add levels layer /
settings:
input:0 0.46 255 output: 0 255
(the input may change depending on what you want)
3.add a color balance layer /
settings:
midtones 89 0 -82
shadows -25 0 -76
highlights 29 0 -82
(may change alot according to what colors you want to bring out)
4.add a curves layer /
settings:
RGB input 169 output 229
- high numbers for bigger brighter specks
- low numbers for smaller specks

optional steps
merge or copy merge and add a softlight layer or two for more blackness (if needed) and you can always erase or add more blackness yourself by painting it on too!

remember : the above settings are a guideline so play around with them to get what you want. not all of my textures were made with this method. i would love to see what you can make.
