make your base.
sharpen if u want to.
duplicate it once. set to screen
add an exclusion layer with #031F37 at 50%
add a multiply layer with #F6E7C6 at 70%
add a burn layer with #58D2F9 at 80%
add a soft layer with #ECB1F5 at 30%
duplicate your base
drag it to the top and change it to soft layer
to bring out his eyes more:
zoom in and take a soft tiny brush (about 4 pixels) with a bright blue aqua color and paint over the blues on his eyes. erase the parts that u painted over any whites or pupils. make that layer soft layer (about 70%)
merge the whole thing and then take your sharpen brush (at about 50%) and about a size 4 and sharpen up the eye area. add text or borders etc if u want.
