Susan is biologically Gallifreyan. She was actually where the first data that gallifreyans are telepathic came from (when she did used a telepathic device), and she gave the first description of gallifrey's orange sky and silver trees. Both in the episode "The Sensorites".

That said, the Doctor got her enough paperwork to enroll in a british public school, that may have included actual legal citizenship.

Also, whether or not she's a time lord is questionable, since she didn't graduate from the Academy. (The qualifications are nebulous; how much is a political family thing and how much is earned qualifications? In Invasion of Time we saw Gallifreyans self-exiled from the Capitol... did they fail their exams? The doctor got 51% on the second attempt, so you _do_ get multiple attempts. And apparently a lot of time to work at it...)

She's almost certainly not a Time Lord. Though from your evidence it's clear she is a Gallifreyan.

So it's likely Susan holds (in a bizarre way) dual citizenship of UK and Gallifrey. Though neither government cares about the existence of the other.

Certainly by now, having married an Englishman some 50 years ago, Susan not only has her fake UK citizenship, but would in fact be considered an actual legit UK citizen if all facts were brought to light in a UK court.
