I think a lot of it has to do with the fact that literally things got too fast. It was too expensive to make these 4 and 5 GHz chips that really weren't neccesary. No software required it, and games need a really kickass graphics card more than anything else(these now can cost more than the entire rest of the system and are the size of motherboards). I've also heard that they tried to do too much with the P4s, and they had some problems. That's why the big thing today is the DuoCore chips, where they are say 2GHz, but they can handle two processes at once without a problem. The computer designers realized that that actually makes your computer run faster from a user perspective. It really unlocks the potential of the porn/sports/cellphone dynamic :)
