While Sarah Kerrigan is the most powerful psionic human being in her universe (and later one of the most powerful in the universe), that doesn't make her dominate in roleplay games. Is it possible for Kerrigan to read their thoughts?: Sorry, not for this one! :( She's Sith, her power in the Force kind of ensures her mind is almost impossible to read/tamper with.

Is it possible for Kerrigan to read their thoughts?: Yes! Though it should be noted that he will know she's doing it, and will avoid her entirely after if she has no way to control it.
