why did i move from the street with 3 police officers living on it?

So yesterday while walking with Vicky in Bell's Corners I saw an Ottawa Police cop car. But it was not a COP car really, because it had two big "NOT IN SERVICE" magnet signs on either side of the door and a black cover bag around the cherry lights.

What does this mean?!This police officer cannot respond to emergencies
