I wouldn't have Froslass be a capture. Paul's too smart to let such a fresh pokemon participate in the pokemon league all of his other 'mons have been well prepared for it. You could argue that because it's against ash he'd use her because he thinks so little of him, but character development says otherwise. Unlike Barry (Who obviously caught hitmonlee and skarmory in victory road right before the league XD), Paul wouldn't risk the tournament on a new capture.
