Sephiroth barely knows this Cloud. There's a bit of distrust because he feels closer to the clonebrats than most other Clouds, and this one tends to snark at him. Seph doesn't handle snark well.

He's still reserving judgement, but so far? It isn't good.

Considering that Cloud occasionally goes to a length to snark Sephiroth, I am totally not surprised by that.

Wonder how much Seph'll freak out if/when Cloud ever contacts him mentally?

Depends on how and when Cloud does it. In any case, he's not likely to react well at all. He's built up walls, but they're more to keep himself in, not to keep others out.
