as for manga, do you know what she likes? comedy? drama? romance? horror? there are so many titles out there. I suggest a series that is in its completion because waiting for new volumes is a PAIN. Tokyo Mew Mew is a good series for someone her age. It has a little bit of everything.
As far as learning Japanese, there's a cool series of books out there called Kana de Manga: A Fun, Easy Way to Learn the ABCs of Japanese. It sounds cheesy, but it's actually very useful if she wants to combine learning to read Japanese with reading manga. She doesn't need to learn kanji so much as she needs to learn hiragana and katakana. That's what you'll find mostly in the books since they've been translated. They usually leave the sound effects in Japanese kana.
Most public libraries have CDs and guidebooks for that... try out what they have, that might help. I've also heard GREAT things about Rosetta Stone from people who have learned using it.
Hell, I got hooked on Tokyo Mew Mew... Fruits Baskets is also freaking AWESOME.

HanaKimi is good, too... and they are all ones without adult situations and such. I would suggest Chocolate, but its incomplete.. and Im annoyed that I have to wait for more >:O
Oh, manga- Japanese... but theres also manwa, which is Korean... found some AWESOME stuff there,too... its just read from left to right like normal instead of right to left like manga :P~~
