i wonder if there is anyway to actually re-count the votes, or is Iran has a mechanism to allow for that

No possibility of that, I'm afraid. From @Robot117 last night, "NEWS FLASH: Recount of votes NOT POSSIBLE. AN's army was ordered 2 BURN BALLOT BOXES. The votes are long gone #iranelectionabout" He tweeted that about 8 hours ago.

If you want to help in the effort, get on Twitter and start reposting lists of proxy servers as they're confirmed, and ***CONFIRMED*** news. The state machine is trying to spread misinformation, so you have to be careful.
