[It takes a little while before Bat can get back to this due to the whole being blind thing and the fact that he can't figure out what to do to get his phone to stop beeping at him.

Hey, it's me, Harley. Sorry it's taken me so long, but I keep going over the wording for the truce thing. I want to make sure I'm getting it right, but I can't get rid of the feeling I'm missing something. I mean, besides the part that says what'll happen if someone breaks the truce.
You said to keep it simple, so uh... here's what I came up with so far. Part three, I said small so they can't claim a whole district is theirs if they feel like it. They can have their base and their yard. The fifth and eighth parts... they're not allowed to touch Noireau either, just because she's a dog. But they can still go out hunting in the desert if they want. The ninth part, I put on there so they're not going to just decide they're hungry and... eat some random person. I'm pretty sure that'd be covered under whatever law system's going to be set up in Somarium anyway... but better safe than sorry, right? But I really do think it's best to specify civilians there, because if someone else is going to be a problem, like... like if Varin
( ... )
So that part's all right how it is? *glancing it over again* What... should be written up, about if someone breaks it? I don't know what the punishments are like in the general law you said was--
*a pause -- the look on his face says he just got an idea*
What if we specify that the punishment for deliberately breaking the truce is to be decided by the... the person they broke it against? How would that be written? The offended party, maybe? That way they'd have already agreed to take whatever the person they try to kill wants to give them, so they'd better not dare do anything, right? I mean, if someone's guaranteed their choice of payback, you don't want to give them a chance to dish any out. Who knows what they'll come up with.
*a pause again* Maybe it should be limited to... not really worse than what was done to them, though. I mean -- no breaking someone's arm, just because they hit you, right? Kind of excessive....
I think... we'd best leave that up to the lawmakers here. Make it something universal. Otherwise they might think we're scheming up something. You know, somehow force them to break the law then have a specific punishment ready...
I don't exactly have the best reputation, you know.
