The issue you face is related to the technology and a phone/carrier issue.
Most GPRS phones including the 6600 are Class B phones which work best in "Network Operation Mode" 2 networks, this means that you can be connected to the GPRS network when in voice mode but NO data will be transmitted, if you are transmitting data and an call is made to your phone GPRS will be suspended till the call completes and will automatically resume.
However if you are using a class B phone in a "Network Operation Mode" 3 network , the user (YOU) will have to manually switch between GPRS and the voice network, which I suspect is the issue for your busy/not reachable.
If you can confirm that the 6600 is a Class B GPRS phone, then your carrier is definitely at fault. You can also check your settings to ensure you are operating your phone in GPRS class B mode and not in Class C or A.
