:( How many times have you called him? If you've called him more than 5 times and he hasn't called back, I'd let it rest. Maybe send him a text message to the extent of "It's up to you to make the next move," making it as passive aggressive as you want to. I'd do something like "...You're apparently very busy. I'm wasting my minutes trying to call you, so whenever you have a chance drop me a line." Then just stop worrying about it.
You should be pissed he hasn't called you. Getting scared or sad about it is the first step to becoming clingy. It's his fault for not calling you, not your fault for being "clingy" and supposedly pushing him away. I think clingy is in the eye of the beholder -- if you want to have that much attention from a boyfriend then that's what you deserve. Some boys are just more affectionate than others. I think it's just another thing on your list of attributes you want in a guy. I'm not sure if that makes sense, but I think "attentive/romantic/doting" is as legitimate as "tall, funny, intelligent," etc

so am i ok to send the text...i don't wanna be clingy at all ( i dumped somebody for it and am forever afraid that i will fall victim to it..)
the text sounds good....but i didn't have a good experience with passive agressive-ness the last time...ie a certain figure skater...
i hate being indecisive on these things....and i'm sure i sound fairly pathetic at this point
