To learn how to use it, that depends on what you get.

Sifu-Iroh, his Nephew and several others help train a group of people in the High School every morning in the gym. They do mostly martial arts and sword skills from what I've heard. As far as guns go I'm sure you can talk to someone at the police station for that.

There are self defense courses in the gym of the high school every morning, with some weapon training, I think.

If you'd rather a gun, see Von Karma about getting one and some ammo. I can teach you the basics of how to use it, after you get one.
