1. We're starting with your base: crop it, resize it and do, whatever you do before making an icon, but DO NOT sharpen it yet. This is my base:

2. Duplicate it. Set the duplicated layer to "Screen" 100% and sharpen it.

3. Make a new layer, fill it with #0b143f and set to "Exclusion" 100%.

4. Now, make a new "Selective Color" layer:
reds: -100, 0, +50, 0

5. The next layer is a "Hue/Saturation" layer. Set the saturation up to +18.

6. Another "Selevtive Color" layer:
reds: -100, +9, +36, 0
yellows: +51, 0, -52, 0
cyans: +100, 0, +3, 0
blues: +9, 0, +1, 0
neutrals: -11, -6, +8, -13

7. New layer filled with #daf6ca. Set to "Soft Light" 83%.

8. Duplicate your base, bring it to the top and set it to "Soft Light" with an opacity between 25% and 40% (depending on your base).

9. Last Step: New layer filled with #cae8f6. Set to "Color Burn" 100%.

And your done!
Just add some brushes or text or whatever you like!

That's what I came up with:

I'd love to see your results ;).
