Cissnei is extremely job-oriented. She is a very driven person when it comes to her job. If there's something she has to do, she'll do whatever it takes to do it. In that sense, she's a very Machiavellian person. Being a Turk means to have a questionable morality, so it doesn't phase her to do something devious in order to fulfill a mission. Cissnei definitely hates feeling useless so she makes her own missions or gives herself some kind of goal to fulfill to be able to do something.

She is a rather cold person towards most people, even her fellow Turks. That coldness is what has made her such a successful Turk. It took a lot to get her to show some emotions to Reno (whom she is closest with among the Turks), but she would rather not show any emotions. Ironically, though, she cares very deeply for those she is close to. If someone gets hurt, she'll immediately scold them and tend to their wounds, which are one of the few moments when anyone gets to see her feelings. Her natural mothering instinct can make her overbearing at times and even comes in conflict with her job as a Turk. This is most apparent when she lets Zack go instead of capturing him not once but twice.

When she does develop feelings for someone, she initially pushes them away and tries to keep them at bay, making sure not to reciprocate those feelings whether they're friendly or romantic. Being a consummate professional has made it somewhat difficult for her to make friends easily even with Reno's help and influence.

Her professionalism comes with a price: she sacrifices all other things in order to keep things strictly professional. Many may see her as being unable to connect with other people, almost out of touch with any real emotion. Her killing methods are cold, making sure to keep a level fo disconnect to the point of feeling nothing. She will have fleeting moments of true emotional display, but she catches herself before going too far. Only those she trusts completely will she be completely open with, and even then, it might questionable. She trusts only herself above all else. Cissnei prefers being on a team she's comfortable with than being with a team of completely new people, but above that, she would rather work alone if possible. This may make her come off as a loner, and, again, difficult to connect with her at times.

At times she does have a bit of a sassy streak. Overall she is reserved but not as quiet as she once was in the beginning Crisis Core. She's learned to question things instead of blindly following orders after finding out what happens to Cloud and Zack during their four years in ShinRa Mansion, though her loyalty still lies with the Turks and ShinRa.

Both in and out of battle, Cissnei is extremely resourceful and shrewd. She'll use her surroundings to her advantage and make the most of everything. For her, nothing is simply useless. That being said, she doesn't have an appreciation for art except dance (which she finds practical for exercise) and architecture (because it has a practical purpose instead of just simply being art for art's sake). Cissnei is one to analyze a situation, think before acting. In battle, she'll size up her enemies and find weaknesses before blindly rushing in. Very rarely will she risk herself and her comrades but she has acted on impulse a few times.

abilities/powers: Her abilities are varied and she has a very good aim, as her preferred weapon is her shuriken, Rekka. Because of her size, I would consider her to have a higher than average speed and agility in fighting. In canon, the Turks are stated to be the absolute best, most elite group of fighters. Think of them as CIA or Special Ops. Her best weapon is, again, her shuriken, though she knows how to handle several kinds of guns and rifles, grenades, knives, swords, and knuckles. She is also skilled in hand-to-hand combat.

[Cissnei sorely misses Rekka. She's good with the knife, true, but nothing compared to the weight and the ease of using Rekka. As she reaches for her knife, she frowns at the sight of a stain on her clothes. When did that happen?]
