Isn't it weird? You know.. how the doctors are pretty much controlling who gets their chips out based on what really looks like favoritism? I know a few people who are good, and can do good, but the doctors keep stalling them

That's right. You weren't here when the Lawyer 'committees' and Integra and Washu all wanted to have some stupid secret review panel for who even gets told about the chips. Its all about wanting control, of course.
...Me, I've gotten used it living without it. So long as they aren't messing with our heads again, I think I'll just keep dealing with it. I've had it with these scientists and their threat games.

There is an imbalanced system of who the doctors feel will be beneficial in lending their powers to the city, while the others who are more drastic have chosen not to wait and taken things into their own hands. Sometimes quite literally.
As for the Scientists, this clearly seems to be a demonstration of what they are capable of. If they thought that implanting the chips would truly have no purpose, then you'd have to wonder what the opposite effect of this "bargaining chip" would be...
No one is ever truly powerless, in a manner of speaking. The ones who let themselves fall to new weaknesses are the same who have to learn how to work around them in time.
Either way, it does seem to be a matter of trust on both sides. One can only hope that both believe in keeping true to the same rules.
